Every year, the National Network of Abortion Funds (NNAF) shares a Membership Enrollment Survey with the abortion funds in our network. This annual review tells us about the vital work of local abortion funds and the state of abortion access in the U.S. In 2025, 97 of our 99 active member funds took the MES. Their responses confirmed that need is growing and abortion access is getting worse across the country.

Abortion funds need our support.
The 2025 MES shows abortion funds’ profound impact—and the skyrocketing costs of abortion access. Every year, abortion funds support more people who want and need abortions. That means they spend more money on abortions and practical support, like travel, childcare, lodging, and more. Abortion funds fight hard to close gaps in abortion access, but costs are rising, and obstacles are growing.
With more people needing support to get abortions, abortion funds are stretched impossibly thin, often running out of money quickly.

Abortion funds dig deep as demand doubles.
Since 2022, when the Dobbs ruling overturned Roe, abortion funds have doubled the number of people they support. In 2022, they helped 82,000 folks get abortions. In 2025, that number increased to 158,000.
But the need for abortion funding has also doubled.
In 2022, abortion funds received around 117,000 requests for abortion funding (that’s money to help pay for abortions). By 2025, that amount rose to almost 234,000.
Despite these and other impossible challenges, abortion funds worked hard to support 15% more people in 2025 than in 2024. This trend was also true in 2023 and 2022.
Costs of care & support continue to explode.
In just one year, abortion funding costs rose by 30% and practical support increased by 13%. Logistical needs–like lodging, meals, and childcare–are four times more expensive than in 2022. Since Dobbs, abortion funds have tripled the amount of money they give out, but they can’t meet these rising costs.
Costs per person doubled, too.
Abortion access has grown so expensive that abortion funds have more than doubled the average dollar amount they’ve spent supporting each abortion seeker.
In 2022, funds pledged less than $200 per person. By 2025, that number increased to nearly $400.
Capacity grows: So do barriers to access.
Abortion funds are helping a higher percentage of people and spending more money on each request for support they get. But barriers to abortion access are rising, too.
About a third of abortion funds said they had to pause their hotlines and were unable to meet the needs of a large number of abortion seekers due to funding, legal issues, staff capacity and burnout, security concerns, and political crises.
Out-of-state travel becomes the norm.
The rise in costs shown in the 2025 MES is likely because of the growing need to travel for abortions and folks delaying care because of it. More than a third of abortion funds report an increase in folks traveling out of state, making abortion procedures and practical support more expensive and more complicated for funds to sustain.

Looking ahead from 2025 MES:
Abortion funds move mountains, but the abortion access terrain continues to roughen.
