On May 13, 2025, Maryland’s governor, Wes Moore, signed S.B. 848 and H.B. 930 into law. This new law will create a first-of-its-kind public health abortion grant program in the state. The program promises up to $25 million for people seeking abortion care in Maryland.
This monumental win is due in large part to the impressive organizing power of the Baltimore Abortion Fund (BAF), who worked with abortion providers, policymakers, and community members to make abortion even more accessible in their state!

Maryland will be the first state to create a public health abortion grant program using existing and unspent premiums for abortion coverage (that are already required to be collected by the Affordable Care Act).
The funding can be used whether or not someone has insurance coverage. This is critical for anyone uninsured, underinsured, or endangered if they use their own insurance. Maryland is the most southern state that prioritizes abortion access, so the law is also vital for folks traveling from nearby states with abortion bans or restrictions.
